Selectmen’s Meeting                                      March 16, 2020                        Union, Connecticut


 First Selectman Eaton called the meeting to order at 7:30 p.m.


Attending:  Selectmen – David D. Eaton, David Heck, Mary Huda


Persons to be Heard:  None


Minutes from the March 2, 2020 meeting were read. Selectman Huda made a motion to accept the minutes as read; seconded by Selectman Heck. Vote was unanimous.


Bills were presented for review.  Selectman Heck made the motion to pay the bills as presented; seconded by Selectman Huda.  Vote was unanimous.


Correspondence:  Series of Executive Orders from Gov. Lamont

                                      Bond Package passed by Legislature, including our Town Aid Road, LoCIP, and                                                                                    STEAP.  The allocations for Union were as budgeted for 2020-2021.


New Business:    



Due to the COVID-19 Pandemic, the Board made the following decisions:


                A Notice is to be posted on front door, indicating transaction protocol.

                Per Executive Order of Governor Lamont, the Board prohibited use of Community Room for March.

                The Swap Shed at Transfer Station will be closed.


The Census Forms sent to residents indicate a Stafford Springs 06076 address. The Selectman’s office will follow up with the Census Bureau to clarify that Union residents’ surveys will be recorded for the Town of Union only.


The Board discussed the Department of Public Works vacancy. Posting for the position was held internally. There was one applicant. The Board reviewed the application.  It was approved as a new hire effective 3/23/2020, pending the new hire’s drug/alcohol testing clearance. First Selectman Eaton made a motion to hire Michael Kneeland as a Maintainer in the Public Works Department, effective March 23, 2020; motion seconded by Selectman Heck. Vote was unanimous.


Old Business:


Selectman Huda made motion to add the LoCIP grant to new discussion; motion seconded by First Selectman Eaton. Vote was unanimous.


Following discussion, Selectman Heck made a motion to approve the following projects for application to the Local Capital Improvement Program Grant, as part of the Town of Union’s Five Year Capital Improvement Program:


                Union Free Public Library Replacement of 4 windows:                                    $2,640.00

                Union Free Public Library Replacement of 8 basement windows:                               $   800.00

                Union Historical Society Building Replacement of 12 windows:                    $5,940.00

                Upgrade Town Office Building Lighting to LED:                                                    $5,541.00


                                                                                In the Total Amount of                             $14,921.00

  Motion seconded by Selectman Huda. Vote was unanimous

There was review and discussion of 2020-21 Proposed Budget. First Selectman Eaton attended the Board of Education meeting on March 11, 2020. There was discussion of possibilities for rescheduling the Town Meeting. The Board will discuss this further at the April 6 Selectmen’s meeting.


The Selectman’s office will keep the the Town website updated and send an email to residents with announcements and info regarding COVID-19. A notice will be added to the front door as well.


Motion to adjourn at 9:20 p.m. by Selectman Heck; seconded by Selectman Huda. Vote was unanimous.
