Selectmen’s Meeting                          November 19, 2018                     Union, Connecticut


First Selectman Eaton called the meeting to order at 7: 30 p.m.


Attending:  Selectmen – David D. Eaton, David Heck, Mary Huda


Minutes from the November 5, 2018 meeting were read. Selectman Huda made a motion to accept the minutes as read; seconded by Selectman Heck. Vote was unanimous.


Bills were presented for review.  Selectman Heck made the motion to pay the bills as presented; seconded by Selectman Huda.  Vote was unanimous.


Person to be Heard: Nathan Swift, Town Representative to Mid-Northeast Recycling Operating                                                                        Committee (Mid-NEROC) MidNeroc


Mr. Swift reported that effective January 1, 2019, Willimantic Waste will be charging a fee of $30.00 per ton of single stream recyclables. The Board of Selectmen will increase the Waste Removal Budget for 2019-2020 accordingly.


The 2017-2018 Report of the Board of Selectmen was approved.


A memo will be sent to all Town Hall employees regarding parking in the rear parking lot during business hours.


The Board discussed Building Inspection fees for replacement of crumbling foundations. The Town will adhere to the State Statutes, Public Act Section 29-252, and waive the Building Inspector’s fees.


First Selectman Eaton reported on a meeting with a representative of Efficient Lighting Consultants. Following discussion, Selectman Heck made a motion to accept a proposal from Efficient Lighting Consultants to replace lights at the Town Garage. Motion was seconded by Selectman Huda. Vote was unanimous.


A motion was made by Selectman Heck to approve the following Resolution:


RESOLVED, that the Town of Union may enter into with and deliver to the State of Connecticut Division of Emergency Management and Homeland Security, Department of Emergency Services and Public Protection any and all documents which it deems to be necessary or appropriate; and

FURTHER RESOLVED, that David D. Eaton, as First Selectman of the Town of Union, is authorized and directed to execute and deliver any and all documents on behalf of the Board of Selectmen of the Town of Union and to do and perform all acts and things which he deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all agreements and documents contemplated by such documents.


The motion was seconded by Selectman Huda. Vote was unanimous.


The Board discussed a Town Policy for road races held on town roads. It was decided that the Town will not allow road races on town roads.


Motion to adjourn at 8:50 p.m. by Selectman Huda; seconded by Selectman Heck.  Vote was unanimous.
