Selectmen’s Meeting April 20, 2020 Union, Connecticut
First Selectman Eaton called the meeting to order at 7:30 p.m.
Attending: Selectmen – David D. Eaton, David Heck, Mary Huda
Minutes from the April 6, 2020 meeting were read. Selectman Huda made a motion to accept the minutes as read; seconded by Selectman Heck. Vote was unanimous.
Bills were presented for review. Selectman Heck made the motion to pay the bills as presented; seconded by Selectman Huda. Vote was unanimous.
Correspondence: Letter from State of CT Dept. of Transportation regarding placement of rumble strips on Route 190.
Letter of appreciation from Jeanine Upson, Union Historical Society, for posting the “Historical District” sign and cleaning out the garden.
Resident email regarding property tax payments.
Following discussion, the Board approved the purchase on the Zoom Pro Plan on a monthly basis, to accommodate use for town virtual meetings.
First Selectman Eaton purchased hand sanitizer and disinfectant spray for Town buildings from Hartford Brewery.
There will not be a public Town Meeting held due to social distancing restrictions, as per the State of Connecticut. The Board of Selectmen is required to authorize the Board of Finance to set the budget for FY 2020-2021.
A Town meeting may be held in October of 2020 to vote to raise the cap of the Capitol Non Recurring Expense Fund.
The Board of Finance will be meeting Tuesday, April 21, to finalize the proposed budget. The proposed budget will be distributed to residents via email, posting on the website and hard copies distributed at the Transfer Station. Contact info for the Board of Finance will be provided to allow for questions from residents. A notice regarding the virtual Board of Finance budget hearing will be distributed with the proposed budget. The Budget Hearing is scheduled for Tuesday, May 5 at 7:00 p.m. and residents will be able to access the hearing through zoom.
First Selectman Eaton discussed the need for a General Assistance bank account to be opened to allow for resident financial donations to assist families in need. Following this discussion, First Selectman Eaton made a motion to open a checking account for General Assistance, to be funded by individual donations and disbursed according to policy to be determined by the Selectman’s Office. Motion seconded by Selectman Heck. Vote was unanimous.
The Board discussed possible alternatives for Memorial Day observations. The Board will set plans at the May 4, 2020 Selectmen’s Meeting.
A reminder will be sent to Town employees to complete the Sexual Harassment Prevention Training.
The State program for property tax low interest rate was approved by the Tax Collector. A notice will be sent out to residents and posted on the website.
Motion to adjourn at 8:29 p.m. by Selectman Heck; seconded by Selectman Huda. Vote was unanimous.
